By Angie Birdsall Special to the Journal Constantine Village Council on Monday approved an engineering service agreement presented by Fleis & VandenBrink engineers Jeff Pugh, Joe Benjamin and Liz Girgen. Process manager Pugh said the village s new sewer plant is expected to be up and running by January 2024. Pugh said engineering and legal expenses for the new plant could cost up to $1 million in the next year. The village recently obtained a bond anticipation note to cover the amount, which will be repaid through a $13.3 million USDA loan. The interest rate is 1.5 percent for the 40-year USDA loan. The wastewater treatment facility in Constantine was close in 1997 and sends effluent to the wastewater treatment plant in Three Rivers. ....
