Santolina zone change will require do-over vote

With the New Mexico Supreme Court’s recent decision not to weigh in on the yearslong legal battle over Santolina, the planned community project is bound for a do-over vote by the Bernalillo County Commission to get its desired zone change.
Opponents of the project consider it a pivotal vote, contending that the rezoning is essential to proceed with the Rio Rancho-sized planned community.
Developers, however, see it as a more perfunctory matter, arguing that they already have something more meaningful with the approved Santolina Level A Master Plan.

The vote – which a county spokesman said is not yet scheduled – will follow years of legal wrangling over the development, which is planned to include more than 38,000 homes, business and industrial parks and more. ....

The zoning change is not the only issue Santolina’s developers are taking to the Bernalillo County Commission.
Western Albuquerque Land Holdings (WALH) representatives say they are appealing to the commission in what has so far been their losing battle with county staff over the definition of “interim” – and specifically whether such projects as landfills and solar farms should qualify as interim land uses.
The question emerged in 2019 when the county was approached about putting a waste management facility within the Santolina Master Plan area, county documents say.

WALH itself is not building the facility – another company is buying about 300 Santolina acres for the project, which would include storing old tires for potential future recycling – but is invested in the debate the landfill helped trigger. ....

Water authority seeks $5 million for To'hajiilee pipeline

The Albuquerque Bernalillo County Water Utility Authority has applied for nearly $5 million from the state Water Project Fund to help construct a pipeline to bring clean water to the Navajo community of To’hajiilee.
One sometimes-working well serves the community of 2,000 people that sits 30 miles west of Albuquerque. But residents often drive for miles to haul water instead of using the rust-colored well water.
