Roswell asks Tuscarawas County to operate proposed sewer system NEW PHILADELPHIA The village of Roswell is asking Tuscarawas County to own and operate a much much-needed sewer system for the community. Mayor Cathy Beach, council members and the village s engineer, Jeff Carr, director of municipal engineering at ADR & Associates, Ltd., of Newark, met with commissioners on Wednesday to discuss the proposed sewer system. The Ohio Environmental Protection Agency conducted multiple tests of the water in Beaverdam Creek in 2013, 2016 and 2018. Water samples were well in excess of public health standards for E. coli. The contamination has been traced to failing septic systems in the village. ....

Commissioners rescind concealed carry resolution NEW PHILADELPHIA Commissioners on Monday rescinded a resolution allowing employees to carry and use firearms in the county office building and authorized funding for a project to make repairs to the Civil War monument at the courthouse. The board had approved a resolution in 2020 to authorized concealed carry by employees in the office building to provide security. At that time, members of the public could enter the building through several entrances, and there were no deputies on duty. The courthouse, meanwhile, had changed one secured entrance with deputies stationed there. On March 1, a new secured entrance was established in the county office building for the entire complex. ....

One motivation for the discussions was the 2020 presidential election. During that election, nearly 75% of Tuscarawas County residents voted either by mail or in person - the highest turnout in county history. Large numbers of people voted early at the board office at the courthouse. The room for early voting is small and can accommodate only two voting machines. Because of COVID-19 restrictions, the machines had to be sanitized after each person voted. That slowed down the process. ....
