Cynthia Sbertoli, 49, had been collecting unemployment benefits since last March, when she was let go from her job, but her benefits were put on hold last month after she received a letter from the Ohio Department of Job and Family Services seeking information about an employee who worked for her. The letter was sent to an old address where she used to live in northeast Ohio.
