Lawmakers push out bills on tax reform, medical cannabis on crossover day | News, Sports, Jobs

CHARLESTON Wednesday was busy in the West Virginia Legislature as the House of Delegates and state Senate met early to get bills and resolutions passed and sent to the opposite chamber for crossover day.
The joint rules of the House and Senate require bills in the chamber of origin to be on third reading on the 50th day of the 60-day legislative session. Any bills that didn’t make it to the opposite chamber are considered dead, though their contents can always be amended into another bill and survive until day 60.
The House and Senate gaveled in at 10 a.m. Wednesday, both getting through their floor agendas by early afternoon. ....

Licensing of West Virginia Medical Cannabis Testing Laboratory Announced

Earlier in the month, the West Virginia Department of Health and Human Resources, Bureau of Public Health, Offices of Medical Cannabis, and Laboratory Services announced that Analabs Inc. has been granted a laboratory license to begin testing medical cannabis products. Different states have varying requirements for testing facilities, which are responsible for ensuring compliance with the state’s potency, packaging, and labeling requirements for marijuana products.
Having testing facilities analyze medical cannabis products is crucial for providing West Virginia patient’s the assurance that their medicine is safe and free of contaminants. As of this article’s publication, recreational cannabis remains illegal in West Virginia, however medical cannabis was legalized in 2017 when Senate Bill 386 was passed. The bill later went into effect in 2018, and patients had been waiting since its passage for the state to partner with a licensed testing facility. ....

CHARLESTON â The West Virginia Legislature is in the final stretch as Wednesday marked crossover day.
It was the final day for legislation, with the exception of budget bills, to be passed out of the respective bodies.
Both bodies started early, working into the afternoon to get bills to the other side before the end of the day. Bills that didnât make it through the full process will have to wait another year for consideration.
According to the Legislatureâs website, the House of Delegates passed 200 bills and the Senate 187, and 78 bills have been completed by both bodies. Gov. Jim Justice has signed 36 bills into law. ....
