JENKINS WHEELING Court proceedings could take place virtually in the new West Virginia Intermediate Court of Appeals if Evan Jenkins, chief justice of the West Virginia Supreme Court of Appeals, gets his way. Jenkins discussed plans for the crafting of the new court during a stop in Wheeling on Wednesday. This is the day when all bills must pass out of their house of origin and on to the other chamber. Historically, just over 23 percent of all bills clear this hurdle and, once over to the other side of the Capitol, 65 percent of them end up being enacted.
