Kristie Babcock appointed to Alaska Judicial Council

Soldotna’s Kristie Babcock was confirmed to the Alaska Judicial Council today in a tight vote by the Alaska Legislature.
Babcock, who runs a State Farm Insurance agency in Kenai, was among a slew of appointees confirmed Tuesday from Republican Gov. Mike Dunleavy. She’s married to Tuckerman Babcock, the former chair of the Alaska Republican Party and Dunleavy’s former chief of staff.
While many other appointees sailed through, Babcock was nearly rejected.
In large measure, my objection really comes back to the constitution, said Anchorage Rep. Matt Claman, one of 26 legislators who voted “no.”.

Alaskans have very little say in who the judges are in their courts. Judges in Alaska aren’t elected. They aren’t appointed like other people to powerful positions in this state. They aren’t confirmed by the lawmakers in Juneau like the people who set gas rates or run state departments. Judges in this state are effectively picked by a group called the Judicial Council.
That group, made up mostly of lawyers, including the Chief Justice of the Alaska Supreme Court, decides who the governor can choose from when there is an opening judgeship. The lawyers on the Judicial Council aren’t appointed like other people to powerful positions in Alaska. The lawyers on the Judicial council are not confirmed by the lawmakers in Juneau. Only three of the seven members of this powerful organization go before the peoples’ representatives to be placed in their seats, and they are all ....

Daniel Winfree named chief justice of Alaska Supreme Court


Alaska Supreme Court Justice Daniel E. Winfree of Fairbanks has been selected as the next chief justice of the state’s highest court, a position he will assume on July 1, the Alaska Court System announced.
Winfree, 68, will be the first Alaskan-born chief justice and the second chief justice from Fairbanks. He will replace Chief Justice Joel H. Bolger, whose term ends June 30.
Winfree has served on the Alaska Supreme Court since 2008. As chief justice, he will preside over arguments and conferences of the Alaska Supreme Court, appoint presiding judges for all judicial districts and chair the Alaska Judicial Council.
The grandson of Yukon and Alaska gold rushers, Winfree was born in Fairbanks in 1953, when Alaska was a territory. ....

The day after, members of Mellanie Isner’s family gathered at her home.
Isner had owned and operated the Alaska Liquor Store at the Stedman Street site since 2004, but her working life stretched back to Jan. 2, 1963 when she’d started a 20-year career in banking. In the mid-1980s she switched to owning and operating the Alaska Bar and Liquor Store at two   downtown Ketchikan locations, retiring momentarily before restarting at Stedman Street.

Among the family members present at Isner’s home was Jessica Isner, the youngest of Mellanie’s three daughters. Jessica had been managing the Alaska Liquor Store since 2005. ....
