State Department of Education to work with Alaska Federation of Natives on Tribal Compact Schools


Juneau, Alaska (KINY) - The Alaska Department of Education and Early Development has issued a grant to the Alaska Federation of Natives which aims to identify a pathway for a state-tribal compact in which Alaska Natives could administer K-12 public school.
AFN has been approved for a $1 million grant for the Education Compacting Project. The project will be funded by the Federal CARES Act, Elementary and Secondary School Emergency Relief Fund. The grant award period runs through June 30, 2022.
Under the agreement, AFN will Identify relevant federal and state laws and regulations, compile relevant material related to educating Alaska Native students, engage with Alaska Native leaders and subject matter experts on educational compacting options, design of a comprehensive path forward, design seminars for educators and administrators on the why and what of compacting, and participate in discussions with the State of Alaska and various committees of the Alaska  ....

JUNEAU, Alaska (AP) A coalition that includes the Alaska Federation of Natives and electric cooperatives sued Gov. Mike Dunleavy on Monday to force his administration to release money intended to help lower rural utility costs.
The Power Cost Equalization Endowment Fund is among the pots of money that the Dunleavy administration says can be swept into a budget reserve. The state Constitution says money taken from the reserve, which lawmakers have relied on for years to help pay for government, is to be repaid. ....

US Treasury Changes ARPA Rules, Grants All Tribes $1 Million


  
When the federal government released its first ruling on how American Rescue Plan Act Funds would be distributed, each federally recognized tribe was slated to receive a minimum of $1 million, plus more money based on an algorithm of how many employees they had and their tribal enrollment numbers. 
 
 
Tribes had to have a minimum of 10 employees to be eligible for the $1 million base amount. This disqualified many Alaska Native tribes from receiving that money because many Alaska Native tribes, including in the Yukon-Kuskokwim Delta, don’t have 10 employees. That’s because many Tribes compact with nonprofits like the Y-K Delta’s Association of Village Council Presidents. By compacting, the tribes outsource much of their office work to an organization like AVCP. In turn, AVCP provides administrative support and social services to participating tribes. ....
