The council also approved a revised lease and operating agreement with the Texas General Land Office on Thursday. The Alamo Plan still calls for a museum and visitors center, restoration of historic buildings, and the closure of nearby streets. But the Cenotaph won t be moved, no rails will block pedestrian access, and parades like the Battle of Flowers will still be able to pass through the plaza.
