An Alabama Senate committee Tuesday approved a bill that would require school districts to allow non-resident students to enroll in their schools. But the 7-3 vote in the Senate Education Committee came after both Democrats and Republicans expressed reservations that the bill had unintended consequences for resident students; the effectiveness of the legislation and potential conflicts with federal law, particularly around special education. The bill, sponsored by Sen. Del Marsh, R-Anniston, would require state school districts to enroll students who live outside their districts starting in the 2022-23 school year. Families of students who did so would have to pay tuition “equal to the per-student share of the net local tax revenue.” ....
