January 01, 2021 06:52PM By Michael Gagne, Record-Journal staff WATERBURY â Jesse Ofgang snapped his fingers four times, with a percussion beat thumping out of an amplifier that was propped in the back of his blue hatchback car, its rear door swung open and parked in the courtyard of Waterbury Hospital. With that count-in, Ofgang began blowing into the mouthpiece of his bagpipe and started the first in a medley of traditional jigs Friday afternoon.
