The vast majority of those decorations were bestowed prior to World War I. Between 1861 and 1918, the Medal was awarded nearly 3,000 times.  Still, the math is pretty hard to accept for modern-day Black veterans. View Comments Medal of Honor recipient and Kentucky native Ernie West has died, Gov. Andy Beshear said at his Monday press conference. The Army veteran was 89. West s death was not related to COVID-19, Beshear said. The governor commended West for his service Monday and noted his years of work with the Kentucky Department of Veterans Affairs, especially his efforts to bring a veterans cemetery to Greenup County. He worked with state legislators and local officials to secure the land and the state match funding for construction, Beshear recalled, and he was there on Oct. 1, 2010, for the dedication of the Kentucky Veterans Cemetery Northeast. He made it happen.
