You have to wonder if Statehouse debate on Ohio’s pending state budget – for the two years beginning July 1 – will produce a Spring Surprise in May or June, given the bulge in state revenue.
Elected state officeholders, such as Gov. Mike DeWine and the General Assembly’s incumbents, would rather say “yes” than “no” to fellow Ohioans at budget time, especially when she or he will be seeking re-election in 2022. And it looks like Ohio’s gravy boat might be running over. How that translates into a better Ohio is hard to know, pending budget passage.
The budget debate has been obscured by legislative publicity stunts and mindless blather over the COVID-19 vaccine, which some General Assembly members imply is just another sinister tool fashioned by the Master Conspiracy that aims to take over the world. ....

You have to wonder if Statehouse debate on Ohio’s pending state budget – for the two years beginning July 1 – will produce a Spring Surprise.
Any officeholder, including Gov. Mike DeWine and General Assembly incumbents, would rather say “yes” than “no” at budget time, especially when she or he will be seeking re-election in 2022. And it looks like Ohio’s gravy boat is running over.
At the moment, the bad news is still bad: The General Assembly still – after 24 years and counting – hasn’t fixed school funding. And it still hasn’t fully repealed House Bill 6, which continues to force Ohio’s electricity consumers to subsidize two coal-burning power plants (one, in Indiana). ....

Coal’s slow downfall is gaining momentum across the U.S. as clean energy becomes cheaper and wins widespread support, but lawmakers in mining states from Wyoming to West Virginia are determined to fight back with a series of roadblocks to President Joe Biden’s plan to cut greenhouse-gas emissions.
Seeking to prolong the lifespan of an industry that’s vital to local economies, at least five states are seeking to pass legislation that would give them weapons such as bigger hurdles to shut coal-fired plants, a war chest for potential legal battles, more power to state regulators over utilities, tax cuts and cheaper state insurance for power stations. ....

In January, the Ohio Statehouse was encircled by fencing and windows were boarded up, with state troopers visible patrolling outside the building in downtown Columbus. Thomas Suddes in his column today chides Statehouse Republicans for using their legislative dominance to make Ohioans less safe with a law and veto override that throws public health into the dangerous realm of legislative whim.
