Oregon policy must consider environmental justice under new resolution

Oregon lawmakers passed a resolution agreeing that state natural resource policy should be informed by historical inequities and the needs of communities already confronting climate change.
The Oregon Senate voted Wednesday to adopt Senate Concurrent Resolution 17, which calls for natural resource agencies to use an environmental justice framework in crafting policy. The resolution, brought at the request of local nonprofit Beyond Toxics, is meant to ensure input from communities affected by those state agencies decisions.
This will be available for communities to use to talk to their local governments about what values they want to see their governments adopt and use to create practices and policies, said Beyond Toxics Executive Director Lisa Arkin. ....

Wildfires, poor communication reveal climate inequalities in Pacific Northwest

Activists in the Pacific Northwest have warned for years that communities of color and other marginalized groups are disproportionately impacted by the effects of climate change, and less well-positioned to take advantage of jobs and other benefits likely to result as the region s economy moves away from fossil fuels.
For evidence, look no further than the fire that ripped through Southern Oregon last September. People in the relatively affluent town of Ashland received faster and clearer warnings to evacuate than people in less-well-off neighboring towns Talent and Phoenix, say grassroots-organizing groups in the area.
It was only in Ashland, a wealthier area five miles down Interstate 5 from Talent, that residents were told to evacuate, activists said after the fire. Jackson County’s emergency alert system left out many communities, they said, including Talent, a community with mobile home parks and other low-income housing and a median household income of $40,4 ....

J.H. Baxter Fined For Hazardous Waste and Water Quality Violations

J.H. Baxter, a wood treatment plant in west Eugene with a history of environmental problems, was fined $223,440 by the Oregon Department of Environmental Quality (DEQ) citing environmental and health violations.
In a notice sent to Baxter on March 3, DEQ alleges the company misused its wood treating chambers, called retorts, in treating over 1.7 million gallons of hazardous waste from 2015-2019.
In a separate violation, DEQ claims Baxter allowed untreated stormwater to flow into Amazon Creek.
“Those emissions are uncontrolled and may have contained harmful pollutants that pose a risk to human health and the environment,” DEQ Spokesperson Dylan Darling says in a phone call with ....
