The 19-year-old freshman tried anyway, gunning the engine Nov. 17 to beat a traffic signal in front of the Mennen Sports Arena. A Morris County Park Police officer was right there waiting, watching from the arena’s parking lot in Morris Township.
He pulled her over and almost instantly said the car smelled like marijuana, according to the student, who did not wish to be identified because her case is still pending. The officer then searched the car. ....

One person was arrested after two people were shot to death Tuesday night in a double homicide in Newark, authorities said.
Police were called about 9:30 p.m. to Edison Place and Bruen Street, about a block from Newark Penn Station, where they discovered one body.
While at that location, they learned of another fatal shooting in the 100 block of Haynes Avenue, officials said. Police believe the killings are related. The names of the victims were not immediately released.
Newark police did not release the name of the person arrested or the charge. Public Safety Director Anthony Ambrose said the shootings appeared to be an isolated incident and that “there is no threat to the community.” ....

John Menendez, 24, a Hudson County corrections officer who lives in West New York, has been charged with two counts of murder and weapons offenses, Stevens and Ambrose said in a joint statement.
Yesterday, shortly after 9 p.m., two women were found suffering from gunshot wounds at two separate locations in Newark: the intersection of Edison Place and Bruen Street and the 100th block of Haynes Avenue, respectively, officials said.
The two victims have since been identified as Anna Shpilberg, 40, of Randolph, and Luiza Shinkarevskaya, 40, of Riverdale. ....

A New Jersey woman faces charges after a foster child she was looking after was found by police tethered to a fan by chains and padlocks, police said.
Newark police officers were performing a wellness check on a 12-year-old boy at a home on Clinton Avenue just after 10 a.m. Wednesday. When inside the home, the officers found the boy kept in a bedroom, in chains and padlocked to a fan, according to Newark Public Safety Director Anthony Ambrose.
The boy, who is a foster child in the care of Wanser Brown, was brought to the hospital for evaluation before being released into the custody of the New Jersey Department of Child Protection and Permanency. ....
