Clarification of the handball Law and confirmation concerning the launch of concussion substitute trials were the main outcomes of the 135th Annual General Meeting (AGM) of The International Football Association Board (The IFAB), which was held today by videoconference.
Various changes and clarifications to the Laws of the Game were agreed at the AGM, with a particular focus on Law 12 – Fouls and Misconduct.
As the interpretation of handball incidents has not always been consistent due to incorrect applications of the Law, the members confirmed that not every touch of a player’s hand/arm with the ball is an offence. In terms of the criterion of the hand/arm making a player’s body “unnaturally bigger”, it was confirmed that referees should continue to use their judgment in determining the validity of the hand/arm� ....

Trials to start in January 2021
Following consultation with key stakeholders and recommendations from the Concussion Expert Group (CEG) and The IFAB’s Football and Technical Advisory Panels (FAP-TAP), today’s Annual Business Meeting (ABM) approved extensive trials with additional permanent substitutions for actual or suspected concussion as of January 2021.
At a meeting held by videoconference and chaired by IFAB Director and Football Association of Wales Chief Executive Jonathan Ford, The IFAB confirmed that it has agreed on the implementation of protocols that will be the basis for the trials. The members agreed that, in the event of an actual or suspected concussion, the player in question should be permanently removed from the match to protect their welfare, but the player’s team should not suffer a numerical disadvantage. ....

FOOTBALL’S lawmakers have approved “extensive trials” for additional permanent concussion substitutes.
The International Football Association Board (IFAB) announced today that it had given the go-ahead for trials to start from January 2021.
A statement said: “Following consultation with key stakeholders and recommendations from the Concussion Expert Group and the IFAB’s Football and Technical Advisory Panels, today’s annual business meeting approved extensive trials with additional permanent substitutions for actual or suspected concussion as of January 2021.”
IFAB said that its members “agreed that, in the event of an actual or suspected concussion, the player in question should be permanently removed from the match to protect their welfare, but the player’s team should not suffer a numerical disadvantage.” ....
