Contractually, it appears the IOC can cancel but Tokyo/Japan cannot.
The IOC can cancel if the athletes will be in danger (it does not have to consider the endangerment of the citizens of Tokyo). If the IOC is anything like my workplace, they will say the athletes are not in danger because social distancing measures are in place.
The Olympics should be cancelled. Tokyo doesn’t want it.
However, the Olympics won’t be cancelled.

Just delay it one more year. If they can delay it one year when the Covid outcome was uncertain, they can delay it one more year when the Covid outcome (next year) is certain. Why not hold the World Championships this year in Eugene as planned, and hold Tokyo next year?
