Foreign diplomatic missions now required to clear all NGO donations with DFA

This directive was contained in Note No. 2021-0592 dated February 5, 2021 addressed to all accredited diplomatic missions in the Philippines.
“The Department of Foreign Affairs of the Republic of the Philippines presents its compliments to all Diplomatic Missions accredited to the Republic of the Philippines and has the honor to inform the latter that all foreign government funding intended for Philippine non-government organizations (NGOs), regardless of mode of disbursement, transfer or download of funds, shall be coursed through the Department of Foreign Affairs of the Philippines for appropriate clearance,” the department said in the one-page document.
Aside from the NGOs, the DFA also reminded foreign missions donating to the Bangsamoro Region of the existing regulations, specifically for donations related to the COVID-19 (coronavirus disease 2019) pandemic. ....

3,000 plus CPP-NPA members surrender, group suffers major setbacks this year -Sinas

CALOOCAN CITY, Dec. 31 (PIA) Capping off its list of accomplishements for this year, Philippine National Police Chief General Debold Sinas cited the surrender of nearly 3,000 communist terrorist personalities from January to November and major operational setbacks have weakened the Communist Party of the Philippines-New People s Army (CPP-NPA).
Sinas said over the entire 11-month period, a total of 3,312 CPP-NPA members were accounted for, of which 366 were arrested; 117 died during the operations, and 2,829 surrendered during separate police operations.
On the very day of the 52nd founding anniversary of the CPP on Dec. 26, he said 35 communist fighters surrendered and renounced their membership with the CPP and its armed wing, NPA in Caraga and Eastern Visayas regions. ....

QUEZON CITY, Dec. 27 (PIA) The Anti-Terrorism Council (ATC) has designated the Communist Party of the Philippines-New People s Army (CPP-NPA) as a terrorist organization, association, and/or a group of persons.
The resolution, approved on Dec. 9, and released to members of media this week, was signed by ATC chair, Executive Secretary Salvador Medialdea, and the body s vice chair, National Security Adviser Hermogenes Esperon, Jr.
The ATC is composed of nine members of the Cabinet including the Executive Secretary, National Security Adviser, Secretary of Foreign Affairs, Secretary of National Defense, Secretary of Interior and Local Government, Secretary of Finance, Secretary of Justice, Secretary of Information and Communications Technology, and the Executive Director of the Anti-Money Laundering Council. ....

Deputy Prime Minister Gen Prawit Wongsuwon, who heads the government s fight against human trafficking, has set his sights on Thailand being upgraded from Tier 2 to Tier 1 in the US Trafficking in Persons Report in the coming year.
The report, or TIP Report, is an annual assessment issued by the US State Department s Office to monitor and combat trafficking. It ranks governments based on their efforts to fight human trafficking.
The report divides nations into tiers based on their compliance with standards outlined in the US Trafficking Victims Protection Act (TVPA) 2000. ....
