ST. CLAIRSVILLE Local officers say training, high standards, community connections and accountability are keys to success in law enforcement as reforms are being considered at the state and national levels.

STILL SEARCHING â Daya Riffle Pethtel leafs through a stack of news clippings her mother kept after her sister, Vicki Riffle Dylewski, was murdered 40 years ago in Fernwood State Forest.
STEUBENVILLE Lori Riffle was only 16 when she saw her big sister heading out for a jog. She didn’t know it then, but it would be the last time any of them would see her alive. The following day, police would find Vicki Riffle Dylewski’s body in Fernwood State Forest, dumped over an embankment.
She’d been shot once, in the head.
“Who thinks their sister is going to get murdered after you see her get ready to go for a run?” said Lori, now 56 and living in North Carolina. ....

STEUBENVILLE Difficulties normally faced by social workers have increased during the COVID-19 pandemic, something that has not been lost on the Jefferson County commissioners.

Jewett fire chief and assistant chief die within a day of each other

JEWETT Friends and family are mourning the deaths of the chief and assistant fire chief of the Jewett Volunteer Fire Department, who died on Monday and Tuesday, respectively.
Assistant Chief Richard Miser, 69, of Jewett, was shot by a man who then killed himself as his former girlfriend was forced to watch, according to Times-Reporter news partner WTOV Channel 9 in Steubenville, which quoted Jefferson County Sheriff Fred Abdalla. The suspect, also deceased, is 67-year-old Terry Miller from Hammondsville.
Fire Chief Frank Dennis “Denny” Kovarik, 78, of Jewett, died Monday in a McCandless, Pa. hospital with his wife Betty by his side, according to the obituary posted by Koch Funeral Home of Scio. ....

STEUBENVILLE A man still angered over his breakup with a Bloomingdale-area woman several years ago brutally executed her current boyfriend early Tuesday morning, then took his own life, Jefferson County Sheriff Fred Abdalla said.
Abdalla said the victim, 69-year-old Richard Miser of Jewett, was shot six times, with several of the bullets fired point-blank into his head, while his girlfriend, who is not being identified, was forced to watch.
The suspected shooter, Terry Miller, 69, county Road 55, Hammondsville, then turned the gun on himself, but not before telling the woman he should have killed her, too, he said. ....
