As Vagnini noted in his motion, last December council defeated a motion “requesting an evaluation of the projectNOW proposal, by way of a tied vote.”
He voted against the study, but he was having technical troubles and was confused about what was taking place.
“Vagnini, as a result of technical difficulties he experienced during his participation in the virtual council meeting of Dec. 15, mistakenly thought he was voting on a deferral of the motion, which resulted in him voting no,” the motion read. ....
