Earmarks were once considered the epitome of pork-barrel spending and banned for 10 years, but now they re back.
And that s not necessarily a bad thing, said Congressman John Yarmuth, (D) Kentucky, on Tuesday in Louisville.Sign up for our Newsletters
The argument for them is members of Congress know what is most needed in their district as opposed to bureaucrats who are administering the competitive grant program which is how the other 99 percent of discretionary spending will be decided, Yarmuth said.
Earmarks are appropriations that rely on a lawmaker s discretion, rather than being subjected to a competitive or criteria-based process for spending. They came under fire for their susceptibility to corruption, with critics arguing politicians could use them to gain votes or curry favor. ....
