Jim McClure An editorial cartoon published in The Gazette and Daily in 1968 bore the tag, “But Few Care.” An inspection of 80 houses in the Freys Avenue neighborhood of York found code violations in 95 percent of them. At least 5,000 city families were living in substandard residences, “many with NO inside toilet – bath or hot water.” Think about that for a second. Outhouses were the only option for thousands of York city families in the 1960s. That was less than 60 years ago. The cartoon was published at a time when city officials were stonewalling against calls for affordable and livable housing – the city’s standard response to issues raised by low-income people living and working in the city. ....
