７月２６日，“全面小康奋进山东”主题系列新闻发布会首场，济南市围绕“牢记嘱托砥砺前行奋力开启新时代现代化强省会建设新局面”主题介绍了有关情况。
去年１０月，党中央、国务院印发《黄河流域生态保护和高质量发展规划纲要》，擘画了让黄河成为造福人民的幸福河的宏伟蓝图，明确提出支持济南建设新旧动能转换起步区。今年４月２５日，国务院正式批复同意《济南新旧动能转换起步区建设实施方案》，开启了济南建设起步区的崭新篇章。６月２６日，济南市委十一届十三次全会审议通过了《关于加快济南新旧动能转换起步区建设的意见》，明确提出了“五年成形、十年成势、十五年成城”的“三步走”发展目标，对起步区规划编制、生态保护、构建现代产业体系、打造改革开放示范窗口等工作都作出了具体� ....

孙述涛介绍，济南高起点抓规划。对标雄安新区，学习浦东新区，坚持未来眼光、国际标准、黄河特色，加快完善“１＋４＋１６＋Ｎ”规划体系，也就是１个建设实施方案、４个综合性规划、１６个专项规划、多个专题研究，从规划开始就全面贯彻创新、协调、绿色、开放、共享的新发展理念，全力打造集中展示黄河流域生态保护和高质量发展成效的示范窗口。
截止目前，起步区发展规划、国土空间规划、生态保护规划等综合性规划已形成初步成果。专项规划方面，首批开展的综合交通、市政基础设施、蓝绿空间、防洪排涝、节水型城市等５项重要支撑性规划已形成规划成果，核心内容已经纳入到国土空间规划。
