Witnesses told police the children were dropped off by another Family Member earlier monday. Police say the witnesses were unaware of a court order that the children be turned oveveto authorities. The chchdrens father, 32 yearold scott banks and their grandmother, 50yearold dionne pamon are both charged with kidnapping.
