　新中國成立前，新疆各族人民歷經磨難，深受帝國主義侵略勢力、封建剝削階級和宗教特權階層的壓迫，社會地位極其低下，無法享有基本人權。
　1949年，中國共產黨領導各族人民推翻了帝國主義、封建主義和官僚資本主義的統治，建立了中華人民共和國。新疆各族人民同全國人民一道翻身解放，共同當家做了主人。
　新中國把堅持民族平等、民族團結和各民族共同繁榮發展作為解決民族問題和處理民族關係的基本原則，並確立在少數民族聚居地區實施民族區域自治制度。截至1954年，新疆成立了5個自治州、6個自治縣。1955年，新疆維吾爾自治區成立。各自治地方的建立，有力保障了新疆各族人民當家作主的民主權利，開啟了各民族平等團結互助和諧的社會主義民族關係新紀元，新疆經濟社會發展進入新的歷史時期，各族人民的人權� ....
