Casper police identify 2 officers involved in May 6 shooting May 15, 2021 GMT CASPER, Wyo. (AP) The officers involved in the May 6 police shooting that killed a Casper man following a traffic stop have been identified. Casper police say Officer Jake Bigelow shot Thomas Joseph Roeber after he allegedly began driving himself and Bigelow into oncoming traffic. Bigelow has been with the department for two years, the Star Tribune reported. Before coming to Casper, Bigelow worked for the Mills Police Department. In 2016, Bigelow fatally shot a man in Casper who had been shooting at his neighbors’ houses and firing at officers. The district attorney did not pursue charges after concluding the shooting was justified. ....

(AP) Wyoming lawmakers discussed what to do about a $300 million annual K-12 education shortfall amid ongoing reluctance to raise or impose new taxes. The budgetary concerns before the Joint Revenue Committee on Monday follow a decade of sharply falling state revenue, the Wyoming Tribune Eagle reported. A major factor in the decline is the state’s reliance on revenue from coal, oil and natural gas extraction, which a state panel called the Tax Reform 2000 Committee identified as an issue more than 20 years ago. These commodities are all subject to volatile market forces and prove to be an unstable base for the state’s tax system, Wyoming Department of Revenue director Dan Noble said. ....
Wyoming rare earth elements project receives federal funding June 25, 2020 GMT Gillette, Wyo. (AP) A project in Wyoming to develop technologies and methods to extract rare earth elements from coal ash received more than $810,000 from the federal government. Researchers at the National Energy Technology Laboratory are overseeing the project, The Gillette News Record reported Wednesday. The project received the grant from the U.S. Department of Energy’s Technology Commercialization Fund. The technology laboratory plans to establish a pilot production facility at the Advanced Carbon Products Innovation Center under development in Campbell County to demonstrate the economically viable production of elements derived from coal ash. ....
