Planned West Kirby sea wall "totally inappropriate"

Wirral Council has itself declared a climate change emergency.
However, the council is still pursuing the creation of a third sea wall on West Kirby promenade, in concrete, that will generate untold of tons of CO2. We are not told how many tons in the
Wirral View article about this “scheme”.
Surely this is totally inappropriate in a “climate change emergency” or do I misunderstand the Council’s definition of climate change emergency?
Further, to spend £6m of taxpayers’ money generating tons of CO2 would seem disgraceful mis-use of public funds.
The damaging effects of COVID and lockdowns together with the established needs of New Ferry, Seacombe, Liscard and Bidston to name a few wards, are far more real needs. ....
