A major spring storm brought heavy snow, rain, and high winds to the Northeast into Thursday, downing trees and power lines and leaving around 700,000 homes and businesses without power.

With storm conditions deepening, an Emergency Warming Center at the Flanagan Center, 61 Limerock Street, will be open overnight April 3, 8:30 p.m., to April 4, at 11 a.m. Access through double back doors. There will be a CITY WIDE PARKING BAN.
