SEABROOK A federal civil rights lawsuit was filed last week against the town and two of its police officers alleging improper use of force. According to court documents, the suit filed in New Hampshire U.S. District Court is brought by Brian (Felch) Rios against the town, former Seabrook officer Joseph Lister, III, and one other officer referred to as “John Doe.” The suit claims the defendants violated Rios’ Fourth and Fourteenth Amendment rights under the U.S. Constitution. According to Rios’s attorney, Lawrence A. Vogelman, excessive use of force is implied in this suit through the alleged violations of Rios’s Fourth and Fourteenth Amendment rights. ....

Solomon, who has announced plans to retire as Methuen’s police chief, called accusations made against him by the state’s inspector general as “blatantly false.” Solomon, in a letter dated last Friday to Methuen Mayor Neil Perry said Inspector General Glenn A. Cunha’s office “never interviewed” him or gave the chief the “most basic common courtesy to respond to accusations.” “The impact that another long, drawn-out fight would have on the city, the department, and on my family is something I believe should be avoided at all costs,” Solomon said, appearing to reference his previous battles with the city. ....
