North Carolina Bill Would Allocate $200M To Prepare For And Prevent Flooding

Floodwaters from Hurricane Florence inundated sculptures at a roadside attraction in Columbus County, N.C. On the first day of the Atlantic hurricane season Monday, a North Carolina House committee approved a bill that would help communities plan for future storms and flooding. House Bill 500 unanimously passed the House Environment Committee. It would spend $200 million to help state and local governments and nonprofits with planning and projects to prevent flooding. It would also include money to prepare interstate highways and other transportation infrastructure for storms, mudslides and flooding. The bill also would reauthorize and make permanent the state Office of Recovery and Resiliency, which was established in 2018 but is set to expire this year.

In this first installment of our latest series supported in part by the Pulitzer Center, we look at how that shift in the debate is changing public policy and what kinds of plans and possible solutions are taking shape. The 2020 Atlantic hurricane season, the most active on record, ended without a major storm, but many communities still reeling from storms of previous seasons continue to struggle to repair and recover.
