顶秀美泉小区位于怀柔区雁栖镇范各庄村东，是北京市乡村旅游网红打卡地。小区2007年开工建设，分3期建成，早期安装的直径12厘米的单路供水管线逐渐不能满足入住率日益提升的用水需求。今年以来，雁栖镇12345专班多次接到市12345非紧急救助中心转来的关于顶秀美泉小区居民反映该小区供水压力不足导致无法正常用水问题的批办件。经大数据分析，诉求主要集中在二期（C区）、三期（B区）的高层住户，约300户。
今年，雁栖镇将顶秀美泉小区水压小的问题列为接诉即办“每月一题”重点督办事项，并提交“怀柔区接诉即办联席会”，由区长牵头确定改造方案，明确对市政供水管路进行改造，同时新铺设一条供水管线，形成双路闭环供水，改造中涉及的管线维护、绿化恢复以及招投标等工作，相关部门开辟绿色通道，批复办理。
