Here, the stakes much higher with the leader going on to lead the city the next two years. Shortly after 9 00 a. M. , the process of hand counting 20,198 ballot got underway in manchester. Last tuesday, incumbent mayor ted gets his won the election, but only by 85 votes. That prompted the opponent, joyce craig, to call for a recount. Ms. Craig a recount was very necessary today. Ray officials began sorting the ballots, watched by representatives from each camp. Undisputed ballots went into boxes with the candidates names. Challenged ballots were fo
