The proposed legislation hoz 2 component, what we call the state analyzed and locing program. The state analyzed prm is designed to locally implement the state density law and limit the type of incentives and height the project may request. This was developed using San Francisco sitess. Projects cannot exceed 35 percent increase in residential density and density increase is based on percentage of affordable units on site. In San Francisco that means the total of affordsability of a project is 13 percent or 20 percent dependent if it is a rental or ownership product. The number of intentives is based on the number of affordable unit provided. Dilths height for the state analyzed program is only available when it is necessary to accommodate increased density.
