Highway 198 is a well-traveled thoroughfare by residents and visitors to the giant sequoias. It s also a mess with trash littered along the highway which is also now a make-shift shelter for the region s homeless population. The issue is a recent one as the city s unsheltered population was forced off the St. John s River banks and into town. What was once an issue at the edge of the city limits is now smack dab in the middle of town. After hearing numerous complaints from residents and business owners, Visalia Mayor Steve Nelsen brought city and state officials together to discuss cleanup projects along the state highway. ....
