PANAMA CITY A Bay County jury on Wednesday found Richard Daniel Tipton guilty of trafficking in amphetamines, trafficking in illegal drugs and possession of drug paraphernalia.
According a State Attorney s Office press release, a Bay County Sheriff s Office investigator attempted to stop Tipton after seeing him riding a bicycle at night without lights or reflectors and failing to yield to the pedestrian signals while crossing Thomas Drive.
Tipton failed to stop when directed by the deputy and instead rode his bike into a park where he was seen throwing items toward a pond, the release said.

Jacksonville’s State Attorney’s Office has launched a data dashboard it previously said would help track prosecutors’ efforts to seek justice in their work.
The dashboard, at sao4thdatadashboard.com, analyzes the agency’s work through dozens of metrics, from the number of gun crimes prosecutors handle to whether Black and Hispanic defendants get sentences similar to whites.
“We care about all of our residents and want to ensure that those who interact with the criminal justice system the most victims as well as defendants are not treated differently because of their race or income,” Nelson says in a video embedded on the website.
