New York State extends Utility Moratorium
(WBNG) The Utility Moratorium has been extended in New York State.
Governor Andrew Cuomo says the legislation prevents utility companies from disconnecting services to households and small businesses that are struggling with their bills due to COVID-19.
Those companies are now required to offer customers a deferred payment agreement without fees or penalties on any past-due balance.
This moratorium is in effect for 180 days after the COVID-19 State of Emergency is lifted or 180 days after Dec. 31 whichever comes first. ....

State Senate Passes Legislation to Improve Utility Service Inbox

New York State Senator Pete Harckham and members of the State Senate passed a package of 10 bills this week to ensure the utility services New Yorkers depend on meet added criteria for safety and regulation. Most importantly, the Public Service Corporation will be granted a stronger role in the enforcement of public utilities to improve storm planning and response.
“Protecting the rights of utility customers is essential as the increasing number of severe storms continues to cause outages across the state,” said Harckham. “These bills will provide greater oversight and accountability, while also making utility companies financially liable to customers when laggard storm responses cause spoiled food and medicines.” ....

Biden and the new Congress must protect Americans from utility shutoffs


Our organizations just joined more than 630 groups across all 50 states and Washington, D.C., to urge the incoming Biden administration to do just that.  
Second, the new Democratic-led Congress should pass the nationwide moratorium in a desperately needed reprise of the COVID-19 relief bill.
Last year, the House of Representatives passed the HEROES Act, which included the utilities shutoff moratorium pioneered by Rep. Rashida Tlaib
The 117th Congress can finally pass national protections against utility shutoffs, as demanded by a coalition of more than 830 organizations and 113 members of Congress.  
As of January, less than half of the country was protected from water shutoffs by a state or local moratorium. Hundreds of thousands of people across America are at risk because they’ve fallen behind on water bills.  ....
