The ruined former City Workhouse Castle built in 1897 to incarcerate petty criminals and vagrants would accommodate a far more upscale clientele as a boutique hotel in a new redevelopment proposal.
A proposed project on the northwest corner of East 63rd Street and Prospect Avenue could bring new life to a 25-acre plot of land that's been vacant for decades. The Kansas City, Missouri, City Council approved the plan during its Aug. 19 meeting.
