Der Eckdatenbeschluss dient dazu, die ehrenamtlichen Stadträte frühzeitig über die Haushaltslage zu informieren und gegebenenfalls gegenzusteuern. Haushaltslage München: Halbe Milliarde Euro zu wenig Laut der Schätzung klafft nach derzeitigen Planungen im laufenden Betrieb ein Loch von rund 476 Millionen Euro in der Münchner Kasse, das nicht durch neue Schulden gedeckt werden darf. Kommunen sind in Deutschland stark reglementiert, was die Kreditaufnahme betrifft. So dürfen Kosten, die durch den laufenden Betrieb einer Kommune entstehen, nicht durch Schulden gegenfinanziert werden. Etwas anders sieht es bei Investitionen aus. ....
