In a press conference before the 85th Cebu City Charter Day ceremony, Rama cited the declaration of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) placing the capital city under the lower Alert Level 2 from February 16-28 as a basis for issuing the "open all" policy.
