But with the clock ticking, it is clear House Speaker Kevin Mccarthy doesnt have the votes to pass a stopgap funding bill. House republicans are engaged in Open Warfare Over who is to blame for the stalemate. The hold outs keep saying to Kevin Mccarthy dont bring bipartisan bills to the floor.
