"It makes me very happy," Jose Franco said. "I'm glad it's being done before this winter that is coming. It's going to be good. I wish my wife was here to see this."
Two months ago, the railroad crossing on Leopard St. near I-37 was causing headaches for drivers. Now, people in the area are already seeing the changes occur to the crossing.
