It came about because of a 30 year dream and Organization Called the of Communism Memorial Foundation, which was formed which was formed shortly after the fall of the berlin wall. And the purpose of it was to educate and more realize the history of communism. These would be the victims that it created. This grand holocaust that so many people didnt know about.
