ALBUQUERQUE, N.M. The Albuquerque City Council’s Monday meeting had a little bit of everything occasional Zoom background sound from dogs and children, plus a City Hall fire alarm blaring evacuation instructions.
“Councilors, hold on just a moment; we may be having an emergency in the building,” Council President Cynthia Borrego who was working out of City Hall said at one point to her peers, most of whom were participating from home via Zoom. ....

Imagine if you and 51% of your neighbors could sign a petition and presto, nobody else could park on your street. That’s basically how Albuquerque has 96 “residential permit parking areas.”
The residential parking permit process came to a head after Alvarado Gardens residents successfully petitioned for permit parking on Trellis Drive NW and Decker Road. Residents of the North Valley neighborhood complained about street parking, speeding and blocked driveways.
The city says the parking division assesses an area before permit parking requests advance, but the 96 restricted parking areas demonstrate the assessments are a low bar.
The City Council voted unanimously last week to halt new residential parking permit areas for six months or until it can strengthen the enabling ordinance, as well as to stop permits on Trellis/Decker. Both are good ideas. ....

ALBUQUERQUE, N.M. The first Albuquerque City Council meeting of the spring was a relatively short one, clocking in at under two hours.
With Council President Cynthia Borrego and Klarissa Peña both absent, the council took final action on just one bill: Councilor Isaac Benton’s proposed moratorium on new residential parking permit areas.
“Residential parking permit area” is the city’s term for places where on-street parking is limited to residents with city-issued permits. Neighborhoods can petition the city for the designation as long as 51% of people living on the affected street support the restrictions.
Until now, the RPPAs were mostly concentrated around the University of New Mexico campus and Downtown. But the city Parking Division recently approved converting two North Valley streets near the Rio Grande bosque, sparking criticism. People who live in the area h ....
