President Joe Biden is poised to unveil a plan that would raise taxes on the income, investments and estates of the wealthiest Americans to levels not seen in more than four decades, a move that will trigger intense debate in Congress about whether and how to address income inequality.
Biden’s “American Families Plan,” itself featuring the biggest expansion of federal support for lower-income and middle-class Americans in decades, will be offset by a series of tax increases on the wealthy, administration officials say. The president will unveil his program in a Wednesday night speech to Congress. ....

President Joe Biden’s call to spend $400 billion to expand home and community-based care is raising advocates’ hopes that lawmakers might finally address long-standing challenges the industry, the elderly and people with disabilities face.
Biden’s multi-trillion-dollar infrastructure proposal unveiled yesterday included the new funds over eight years to boost access to long-term care under Medicaid, the federal government’s public health insurance program for the poor and disabled. Many Americans suffer on waiting lists for home care under Medicaid, the main payer for home- and community-based support. Wages remain low for home-care workers in demanding jobs. Biden has signaled he wants to handle these costly issues side-by-side. ....

(Bloomberg) “Information suggests that some ideologically-motivated violent extremists with objections to the exercise of governmental authority and the presidential transition, as well as other perceived grievances fueled by false narratives, could continue to mobilize to incite or commit violence,” the department wrote in a National Terrorism Advisory System bulletin issued on Wednesday.
The department said “a heightened threat environment across the United States” will persist in the weeks following Biden’s inauguration. The bulletin, set to expire on April 30, reflects the lowest alert level, which describes general terrorism trends.
The department didn’t identify particular groups that represent the greatest threats. But federal law enforcement and intelligence officials have focused their efforts recently on combating right-wing domestic extremists and white supremacist groups after the deadly siege of the U.S. Capitol on Jan. 6 tha ....

A bipartisan commission might be the solution to removing the “partisan poison” from debate over the 2020 election, the next top Republican on the Senate Homeland Security and Governmental Affairs Committee said.
“Pulling this out of politics a little bit and having a bipartisan group that is more independent look at the issue is a good idea,” Rob Portman (R-Ohio) said during a sometimes tense panel hearing Wednesday.
