reporter: it s going to be a long day and a half, a 36-hour curfew that starts shortly and will not end until monday morning. this is definitely different from what we have seen in the past. officials here in odesa say that this is this curfew and this unique curfew is due in large part to because of the train attack that happened yesterday in eastern ukraine where 50 people were killed, nearly 100 others were injured. and that is what is bringing about this particular curfew. but interestingly enough, it also coincides with a special holiday here in the city, which is odesa s liberation day, celebrating the city s liberation from nazi occupation back during the world war ii era. and it s a day that would normally bring out thousands of people to celebrate in parks and memorials and that sort of thing, and perhaps those kinds of public gatherings is a concern and something that ....

with us now the founder and director of the international justice lab and an assistant professor of government at william & mary. good to see you. we have seen the video of the train attack, the aftereffects of that, the atrocities in bucha, hospital attacks in mariupol. does this help build a case for war crimes or are we already far beyond trying to make the case for war crimes? i think together these abuses, these attacks, if proven, will be tantamount to war crimes in a court of law. that s what i mean by proven. generally as legal scholars, as analysts, we wait for courts to make determinations, a little different from policymakers, but certainly attacking civilians, known areas where there are civilians, whether that s the train station, whether that s hospitals, whether that s residential areas. these are all prohibited under the laws of war. ....
