Town may levy property tax for first time in decades


Jackson town councilors agreed Monday to include projected revenue from a half mill of property tax — a tax the town hasn’t levied in about 40 years — in the next budget, though a final decision on whether to actually approve the property tax won’t come until later.
Though the council will vote to approve the final version of the Fiscal Year 2022 budget on June 21, state law gives councilors until July 31 to decide whether to approve a property tax and at what rate.
Town Manager Larry Pardee, at the behest of the council, presented the various effects of a property tax on town property owners, looking both at varying property valuations and what it would cost those property owners at different levels of property taxes. A graph Pardee showed at the meeting looked at how much a property tax would cost a homeowner whose property was valued at $350,000 and increasing incrementally up to a $1 million valuation. Town councilors dig into budgets, weigh added funds for HHS


Funding for community health and human services organizations was the name of the game Monday as the Jackson Town Council again pored over the town’s various budgets at a special afternoon meeting.
“If there’s no other message that we send to our community — it’s something that’s very important right now — this needs to be the year of health and human Services,” Councilor Jim Rooks said as councilors wrapped up a lengthy discussion about how they would like to see such organizations funded.
The council heard from Town Manager Larry Pardee and Finance Director Kelly Thompson about the town’s other budgets — including public safety, public works, information technology, planning and community development, among several others — but it was health and human services funding that was discussed at greatest length Monday. ....

Mayor highlights successes of 2020, challenges of 2021 in 'State of the Town' address


Jackson Mayor Hailey Morton Levinson delivered her first “State of the Town” address Tuesday, offering her reflections on the past coronavirus-addled year and a candid look at the coming year, including budgetary and revenue challenges the town faces.
Morton Levinson began by recalling a mid-February 2020 trip to Cheyenne with other local elected officials at a time “when the term ‘COVID-19’ was something we were just starting to say and think about.”
“Just weeks later the world as we knew it shifted in dramatic ways; to be filled with Zoom rooms, hand sanitizer, masking, intense amounts of time with our immediate families and little time in person with anyone else,” she said. ....
