　　废旧铅酸电池因含铅及铅酸液等物质，可能导致大气、水体、土壤严重污染，被国家列为危险废物。根据我国固体废物污染环境防治法要求，从事收集、贮存、利用、处置危险废物经营活动的单位，应申请取得许可证。
　　记者在贵州省贵阳市多个电动摩托车市场走访发现，有的商户对相关规定不了解，往往将废旧铅酸电池直接卖给无资质小商小贩。“以前有人开面包车来收，最近有政府工作人员上门调查，我们才知道废旧铅酸电池不能乱卖。”一位经营电动车的店主说。
　　“一些大的店是我们监管的重点。难就难在那些小门面，这些个体户文化程度有限，也不愿花时间去清点登记、填转移联单、网上申报；他们把废旧铅酸电池当成了一般废品，谁出价高就给谁。”黔南州生态环境局惠水分局副局长樊龙江说。
