Town Council To Consider New Well, Resurfacing, Trail Extension

The Town of Normal may spend about $353,000 to dig a new water well. That s among the proposals going before the council 0n Monday.
In documents prepared for the council, town staff said the move will let the town abandon two other wells one near Anderson Pool and another near College Avenue in Anderson Park. Staff say a test drilling suggests a new well nearby will produce about 400 gallons per minute. The old wells have deteriorated and become clogged with sand. They each produce only 60-80 gallons per minute. If approved, drilling would start in late May. ....

Normal Approves $138M Budget; OKs Nearly $4M In Road Projects

The Normal Town Council on Monday night adopted a $138.2 million budget for fiscal year 2021 that begins next month.
In a year of pandemic, the budget represents the town s strength, said Normal Mayor Chris Koos. 
“The world has thrown us some curves, and some tough, tough issues,” said Koos. “Year in, year out, staff in the town of Normal figures out ways to do the best they possibly can, to have the least negative impact on our citizens.” 
Also at the four-hour meeting, the council moved forward with several projects using state and federal funding, including a nearly $1 million Towanda Avenue bridge rehab project; using more than $1 million in federal funds to design a $10 million reimagined West College Avenue; and earmarking about $1.7 million in state funds to handle a variety of road resurfacing work throughout Normal. ....

Bloomington Fines 6 Bars For Tax And COVID Violations

The Bloomington Liquor Commission fined two more establishments Tuesday for violating COVID-19 mitigation rules in January, and four others for tax violations.
The Parkview Inn on Morris Avenue has paid an $800 fine for a second violation of Gov. JB Pritzker’s earlier executive order banning indoor dining service under certain conditions. The Spotted Dog on Morrissey Drive paid $500 for a first violation. They are the latest of nearly a dozen bars that have been fined for such infractions.
Pritzker eased restrictions on indoor dining in central Illinois and other parts of the state on Jan. 17 as COVID numbers improved; the ban had been in place since mid-November.  ....

Normal Council OKs Senior Apartments at Fairview


The Normal Town Council met remotely, Tuesday, January 19.
A project that will create an affordable senior housing development in a renovated building near Fairview Park moved forward Monday, with the Normal Town Council’s support.   
During the virtual meeting, the council unanimously approved the amended site plan for 901-905 N. Main St., at what’s known as the old Fairview building.
Also Monday, the council accepted an amended plan for a local church to install ground-mounted solar panels; authorized spending $930,000 on a Towanda Avenue bridge project; agreed to refinance some of the town s general obligation bonds; and heard a report on Connect Transit’s search for a new general manager. ....
