We have a regular system for actually making decisions about what we will export and to whom we will export them. This system takes many things into account. But it is fundamentally based on upholding the United States national interest. It is not controlled by exporters, unlike in europe where exporter interests actually dominate their policies. This arms trade treaty will do nothing to change that, but it will give exporterdominated nations a shield to hide behind. Now, every nation state can control the arms trade if its truly willing to do so. And the United States is ready to help. But few have meaningful laws about the arms trade and even fewer make any attempt to enforce them. The United States has two major programs to help serious countries.
