Francis Ajinzo runs a fish nursery at Ibeju-Lekki in Lagos. Early 2019, two months after he sold 2,000 fingerlings, the buyer returned to complain that all the fish had died and to demand either a refund of her money or replacement of the fish. “I told her there was no way I could pay for her recklessness,” Mr Ajinzo recalled.
